Not all rifles arrive with Picatinny rails attached... and not all rails are built to high enough standards to satisfy the modern shooter. The bases are machined to the original Weaver-type dimensions so they will accept either Picatinny or standard Weaver rings.

Picatinny and Weaver rails are both mounting systems for firearm optics and accessories, but they have key differences. Weaver rails have irregular slot spacing and are generally narrower, meaning some Weaver accessories may fit on Picatinny rails, but Picatinny-specific mounts usually do not fit on Weaver rails.
